According to UOL, the Palmeiras man has been heavily linked to clubs around Europe including with our Champions League last-16 opponents Atletico Madrid.
Chelsea's chances of bringing the Brazilian to Stamford Bridge could be given a boost if the Spanish club doesn’t manage to sort out their financial situation.
The 20-year-old is a Palmeiras youth product who made his debut last season in March. Menino has featured 59 times for the Brazilian side, including two FIFA Club World Cup appearances.
So far in his early career, he has been deployed as a midfielder but the report states that his favourite position is at right-back and he has a desire to emulate Dani Alves' achievements in his career.

Speaking in his press conference, the Argentine was full of praise for the German’s work so far since arriving at Stamford Bridge.
‘I believe Chelsea don’t have a weakness,’ Simeone admitted. ‘We are facing a team that has done quite well since their coach has come in.’
The Blues will be looking to make the quarter-finals for the first time since our run to the semis in 2014. The Atletico boss also admitted his side are in for a tough match.
‘They have never lost,’ Simeone added about Chelsea under Tuchel. ‘They feel strong at home and are playing quite well.
‘They have had games like us around the Champions League matches that have been close and tough.’
BT Sport pundits back Blues to progress
Rio Ferdinand and Owen Hargreaves believe Chelsea have enough quality to knock out Atletico Madrid in the Champions League this evening.
Speaking in the BT Sport studio last night, the pundits gave their predictions on our second leg encounter with the Spanish giants at Stamford Bridge.
‘I think under Tuchel, there’s a stiffness,’ Ferdinand said about the Blues. ‘They’re stingy with giving away goals and I think they have got a good chance.
‘I think Chelsea go through.’
Hargreaves mentioned Tuchel’s journey to the final last season with Paris Saint-Germain, stating that the German has already got experience at this level of European football.
‘He got that Paris Saint-Germain team to the final. Pep spoke about the experience, you see with Real Madrid, that experience at this level is essential,’ Hargreaves said.
‘Tuchel has got it. I just think Chelsea are the form team right now.’
